If an error occurs and the IDE points out exactly where it occurred and exactly what occurred then it doesn't take any programming experience at all to work out that that Try closing the report designer, delete the .resx file of the report, rebuild the project and try opening the designer again. This is a form that loaded without problems in the VS 2005 and VS 2008 versions. I'm unable to cleanly build the application (using the CircularGaugeSample.IOS as the default project).

In my case only one method is calling the "Handles" clause. Explore the Telerik Public Issue Tracking system and vote to affect the priority of the items.
