As far as I am aware, this bug appeared out of the blue. I then rebuilt the solution and of course I got a slew of build errors. If your Visual Studio doesn't have telerik and the your project you are working on has a Telerik report, when you try to bring up the report designer, you get the Value Cannot Be Null.
