This results in SYSTEM and Admninistrators having full control, while Users and Everyone have read permissions. There are no ".bak" files in the Registry for any user.

It was a corrupted or most probably a stupid file in the profile that denied access to cause the failure. According to Microsoft I should; Locate and then click the following registry subkey: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList Right-click the SID that you want to remove, and then click Delete.
