You will see a Default FTP Site in site list, expand this website. Now, try again to login to the FTP account. FTP client connects with FTP server with normal Username and Password information called FTP Login details. FTP client requests a directory listing.

Here's a trick I found, not sure if it pertains to this: When you go to add authorization rules for each user or a group of users enter in the users FTP server transfer the requested listing.
