It seems like the 'clean' stage of Foo.exe is deleting Foo.lib from the output directory. If you want a release build add something like "-DCMAKE_BUILD_TYPE=MinSizeRel" to the cmake command above. This also explains why a subsequent 'build' works--that doesn't delete output files. You may have to register before you can post: click the register link above to proceed.
